If it was a defective part, take it in for a warranty claim. You will have to bitch, piss and moan about it, but Yamaha will honor their warranty if they are at fault.

Definitely 31 ft/lbs. I use a calibrated torque wrench every time with no stripping or cracking. I must just be lucky.
