It's a campaign tactic. Obama gave a speech very similar to one his close associate had given. Patrick, the supposedly aggrieved party, was more than happy to share his good thoughts and said that he and Obama often do.
So if the standard was that candidates are plagerizing from their speechwriters, then you could call it plagerism. But the guy (Patrick) is the final word on the subject and he says he wasn't fouled.
The Clinton campaign had staked a lot of energy on the "words not deeds" campaign tactic. You'd have to expect them to fight back after Obama delivered a very good counter-punch.
