Actually, you nullified your argument.
You get 1-4 whether you own land or not, just change the word own to rent. If your property taxes are payment for these services rendered, how to people that rent pay for these services rendered. I am guessing that it is from the other taxes that they pay. But wait, we property owners also pay those taxes. That would mean we pay twice for those things.
