This doesn't sound good. Why buy a bike and only ride it around the block? That won't last. In most states you need to register a bike to ride it on the street. If you get caught riding it on the street without registration, you're screwed. You usually need insurance (at least minimal liability) to register the bike. If you can't afford insurance, how are you going to pay for damages?

Why not get a dirt bike and find a safe place to ride it? No registration, no insurance, but still a potential for damaging other peoples' stuff.
